If MacOS cannot repair it, then the volume is locked to protect the data. You will have to restore from current backup. (or use Disk Warrior to repair the volume.)

<p>Running 5.8.4 in Mojave on a mac pro. I've added an old tech support file (I always generate them having had my entire hd systems saved for doing so in another issue sevearl years ago) and the current one.</p>
