With non-OWC docks I've tried, very few/none pass the SMART status through to SoftRAID. Would the OWC Drive Dock USB-C allow SMART status through? Could I use this with SoftRAID to make RAID volumes?

There is a subtlety here.
macOS does not allow SMART through any longer. It is possible to get SMART data through, but you must have SMART drivers installed (ours or SAT-SMART), and have no USB drives connected at startup. then wait 2-3 minutes before connecting your USB devices. That should allow the SMART driver to load.
Our docks do pass SMART data, yes. I cannot speak for others, but they ought to be able to.
Thunderbolt does not have this issue.
