If I boot in safe mode there is no delay. another curious thing is that once the computer is booted, if I try to open the SoftRaid installation DMG it won't open at all. DMG's for other programs open fine.

Check your cables again. I wonder if the drives are even spinning up?

SoftRAID reflects what macOS sees, so if they are not showing up in SoftRAID they are not available to macOS. this has nothing to do with drivers, etc. it is a physical issue.

I have Raid Arrays in three OWC Thunderbay Enclosures. After upgrading to Monterrey 12.1 on my 2019 MacPro none of the disks are visible.

Disk Utility shows no Raid Disks.

System Information shows the Thunderbay enclosures on the Thunderbird busses.

The Softraid log shows Jan 15 13:00:19 - SoftRAID Driver: SoftRAID driver loaded, version 6.2.
Jan 15 13:04:16 - SoftRAID Monitor: Starting SMART test on all disks which support SMART.
Jan 15 13:04:16 - SoftRAID Monitor: Finished SMART test on all disks.
The SoftRaid panel only shows the Apple drives.

The boot security is set to NONE.

I have tried to reinstall the driver with no change. I cleared all SoftRaid settings from the Utility Menu and reinstalled the driver. I got the message to Allow installation of software from developers. I went to preferences and did that. I rebooted - no change.

I am getting no messages about outdated extensions.
