Try "remove missing secondary disks". That should clear the counter. Note that if you do have an off site disk, it will be de-linked to the volume. I did need to replace a failed disk a while back. The RAID 1 array had 2 volumes and what I must have done is removed the failed secondary from the 1st volume but not from the 2nd volume. So I just removed the missing secondary from the 2nd volume and I'm not longer seeing the error.
