I’m looking at using SoftRAID after only having used hardware based RAID in the past.
What I wanted to understand is where the config definition of the various RAID volumes is stored. Is it on the Mac, or on the disks in the array?
How should you protect against the loss of this information if your Mac or disks fail?

All information is on the disks. So you can move the disks to a different computer and they will be OK.
If the disk partition maps get damaged then you have an issue, but that is unusual and we can often help.
