I've just purchased a Thunderbay 4 with bundled SoftRAID. Can I use SoftRAID to manage a RAID volume on another two-disk enclosure at the same time as a different volume on the Thunderbay? FWIW the other enclosure is a OWC Mercury Elite Pro Dual which can be configured to provide hardware RAID 0 & 1, span and independent volumes.

Sorry, not with the SoftRAID for Thunderbay edition. That is designed only to manage disks inside the Thunderbay.
We do offer an upgrade to the retail version of SoftRAID for $99.
