If a disk has been certified with 3 passes, does that mean the drive's content has been absolutely erased and so the drive can be safely disposed?

When a modern drive has had a 3 pass certify, it is completely overwritten/erased. It is highly unlikely even an intelligence agency could recovery any data from it.
