I have 2 disc enclosures, each housing 2 discs. The discs in the enclosures are striped, and the enclosures mirror each other.
SoftRAID (5.5.5) indicates that I have "2 missing secondary discs." The discs from both of the enclosures are visible and the software indicates no errors. I am running OS X 10.11.6.
Have I lost the mirror? Do I need to rebuild?

Without a Technical Support file, I have to guess, but it appears that you have. One of two events is most likely:
The enclosures with the primary disks was not connected, or powered off when you turned the machine on. Normally SoftRAID can detect this and will try to fix this, but when SoftRAID cannot be sure which set of disks are the actual primary, it cannot correct this.

So you need to manually look at both volumes, then delete the other and "add disk" and add the two disks back.

Since both volume contain data that is not in sync, you are the only one that can determine which volume should be the new primary set.

you connected two disks to another machine
