How can I retain my softraid license if I decide to reinstall my operating system?

Just re-enter the number. If it is a bundle version, then it is under your enclosure. Else get it from your purchase email. If oyu lost it save a SoftRAID tech support file and we can extract it from there.

I noticed that even after a fresh reinstall of macOS, before I had even reinstalled SoftRAID, the RAID5 volume I had created previously was still available... so how does this work?

All data about the volume is on the disks, not in the system. there is a limited license bundled with OS X for mounting volumes. Entering your license enables the full features.
