So do I need the full license to repartition and format the 2 Apfs file systems within SoftRaid because last time I tried reformatting the partition as apfs in disk manager it hung and jacked up everything. Do I get the full license since I bought the new OWC drive?

Some enclosures come with SoftRAID, it depends. Did it specifically come with SoftRAID? the sticker would be on the bottom. Including SoftRAID adds to the cost, as I expect you understand. (many buyers already own SoftRAID, and do not need to get another license)

What you did before I suspect, was create an HFS volume, then try to erase as APFS, which does not work.

Standard can only create a single volume, one time.
