So I've installed the 8m2 and have 8 Samsung 990 2tb drives in it. The card is marketed as "capable" of reaching 26000 mb/s but the real world speed I find maxes out at about 11-12,000 mb/s. Is this expected or is there some tweaking that needs to be done to achieve those speeds?
Is this a 2019 Mac Pro, or 2023 Mac Pro?
PCI 4 bus is required to get the fastest speeds. I have personally tested the 8M2, with PCI 4 in a 2023 for extended periods, using different tools and yes you can get 24GB/s on the card. AJA System test shows between 20-24GB/s for example.
We have internal tools that read or write as fast as the hardware can write and they do reach 24GB/s. Going through the file system is obviously somewhat slower. these are RAID 0 speeds.

It is but that speed is not necessary at this moment as im using level 5.
