I have a volume that's showing degraded. But have validated the volume and ran diskWarrior and diskutil on it, and it says it's OK,
but it still shows that it's degraded. There are no disk showing failed or errors.
The problem is more than one disk went out of sync, so the volume cannot be rebuilt.
I note you validated the volume, also. So use "recover failed disks". Then when asked, you do not need to validate again.

new drives , created a volume after couple of days I can't mount or access anything

Did that drive that is out of sync drop out (hang) for a little while? That is what I guess is the cause. Is this backed up? there are no directory repair tools for APFS except Disk First Aid, which is what runs at startup.

no errors blocks updated 13,030. current offset 314,846,478,336 I waiting to see if it mount
it tired to mount intermittently but it was a no go. so in hit validate so see if I get lucky.....
Validate does not touch the file system, it only checks the raw data and parity. We do not make any "repair" tools.
All you can try is restarting, or running "First Aid". As I mentioned there are no other repair tools in MacOS.
I have heard of users connecing an unmountable APFS volume to another computer, and it mounting. Might be worth testing.
