Runs 250-290 R/ W speeds
Every few minutes, system will ‘hang ‘ for about 20 secs as it appears to go out and access remote drive

For RAID 1+0, those are probably OK performance numbers.
the pausing is not SoftRAID, which never initiates any IO on its own.
This could be sleep settings (try setting sleep to never), and if that is not it, watch Activity Monitor and see what is happening during this period. Maybe a clue.
